The Eastern Cape Department of Public Works and Infrastructure (DPWI), through its role as the implementing agent for the Department of Education, has successfully delivered the repairs, renovations, and additions project at Lingcom Primary School, marking a significant milestone in improving education infrastructure in the province.

The project was initially awarded at a contract value of R77,981,559.32, which was later revised to approximately R87,903,226.30 due to project developments and extended timelines.

Construction commenced on 07 December 2017, with an original contract period of 24 months and a planned completion date of January 2020. However, due to unforeseen delays, the project reached actual completion on 08 December 2025, with the school already occupied since May 2025.

The completed project has transformed Lingcom Primary School into a modern educational facility, delivering:

  • 17 new classrooms within eight classroom blocks
  • A Grade R facility with a dedicated kitchen
  • An administration building
  • A fully equipped nutrition centre
  • Two ablution blocks
  • A library and computer centre
  • A science laboratory
  • Security infrastructure including fencing and a guardhouse

External works included roads, parking, assembly areas, ramps, and paving to ensure accessibility and improved functionality.

In line with government’s commitment to inclusive economic development, the project allocated approximately R7.5 million towards subcontracting, with a 30% Small Medium and Micro Enterprises (SMMEs) participation target incorporated into the project framework.

This approach provided opportunities for local enterprises to participate in the construction value chain, contributing to skills development and economic empowerment within the community.

Despite challenges experienced, the project team successfully navigated the complexities to ensure delivery of a high-quality facility.

The upgrade of Lingcom Primary School has had a profound impact on the surrounding community. Learners and educators now benefit from improved infrastructure that supports quality teaching and learning, including access to digital resources and science education facilities.

The project has also contributed to enhancing community pride and creating a safer, more conducive environment for education, while supporting local economic activity through subcontracting and SMME involvement.

Reflecting on the delivery of the project, the Project Manager from the construction team noted:

“Despite the significant challenges encountered throughout the project lifecycle, including delays and external disruptions, the team remained committed to delivering a facility that meets the needs of the learners and the community. The completion of Lingcom Primary School stands as a testament of collaboration and our shared vision to improve education infrastructure in the Eastern Cape.”

The facility now stands as a vital community asset that enhances learning outcomes and contributing to the long-term growth of the Eastern Cape.
