The Eastern Cape Department of Public Works and Infrastructure (DPWI), led by MEC Siphokazi Lusithi, participated in the official opening and handover of the newly completed David Livingstone Secondary School in Schauderville, Gqeberha, marking another significant milestone in government’s commitment to strengthening education through quality public infrastructure.
As part of the official programme, MEC Lusithi formally handed over the completed school infrastructure to the Eastern Cape Department of Education. The handover reaffirms the Department of Public Works and Infrastructure’s commitment to delivering safe, modern and functional learning environments that enable learners and educators to thrive.
The event, led by the Premier of the Eastern Cape Lubabalo Oscar Mabuyane alongside government leaders and stakeholders, celebrated the successful completion of the project while highlighting the importance of collaboration between government departments in delivering infrastructure that transforms lives and strengthens communities.
Implemented by the Eastern Cape Department of Public Works and Infrastructure on behalf of the Eastern Cape Department of Education, the project involved extensive renovations to existing buildings and the construction of new state-of-the-art facilities. The development includes 29 classrooms, a fully equipped science laboratory, a computer room, library, auditorium, staff facilities, administrative offices, counselling office, nutrition centre with kitchen and dining area, upgraded ablution facilities, linked walkways, a guard house, parking facilities and landscaped surroundings.
The project also included the construction of a new netball court, rehabilitation of the rugby field, installation of boundary fencing, stormwater drainage, electrical and mechanical services, and various site improvements designed to create a secure and conducive learning environment.
The project represents a significant investment in education infrastructure, with the adjusted contract value amounting to R139,159,458.22. Construction was implemented by GVK Siya-Zama Building Contractors, with professional services provided by SVA Architects, Abamiseli Quantity Surveyors, Carifro Consulting Engineers, and Gilgal Development Consulting Engineers.
Beyond delivering world-class educational facilities, the project contributed meaningfully to local economic development. A total of 17 local SMMEs participated in the project, undertaking work including masonry, plastering, paving, demolition, construction of the netball court, ceilings, partitions, access flooring and landscaping. Collectively, these enterprises benefited from contracts valued at more than R16.1 million (excluding VAT), while all unskilled labour opportunities were sourced from the local community.
The completion and handover of David Livingstone Secondary School reflect the Eastern Cape Government’s unwavering commitment to investing in education through quality infrastructure that empowers communities, creates opportunities for future generations and contributes to improved educational outcomes. As learners and educators begin a new chapter in these modern facilities, the school stands as a lasting symbol of government’s vision to build resilient communities through sustainable infrastructure development.
