Programme 3: Expanded Public Works Programme

Purpose: To align departmental socio-economic initiatives to national and provincial government priorities in terms of job creation and poverty reduction and to implement these programmes in conjunction with other provincial government departments, district and local municipalities to ensure viable and sustainable long-term enterprise and economic development.

Measurable objectives: The programme provides community-based, socio-economic projects and programmes aimed at promoting growth, employment, poverty reduction and enterprise development. This is achieved through the implementation, monitoring and evaluation of programmes including contractor development under the CIDB, Household Contractor Development Programme and the Expanded Public Works Programme. Programme 4 contributes to the Strategic Goal 4: Developed and empowered communities and construction emerging contractors resulting in sustainable livelihoods, employment and economic growth by 2020.

11.1 STRATEGIC OBJECTIVES:

Strategic objective 4.1 To bring about the development and empowerment of impoverished communities through creation of 48 300 work opportunities by 2020.
Objective statement The implementation of job creation programmes are the direct and deliberate empowerment initiatives of government infrastructure development, management and maintenance. Government utilise these programmes, and its spending power, as part of the infrastructure build, to create opportunities for development, empowerment, growth and job creation.
Baseline During the 2014/15 financial year the Department had 43 300 job opportunities created for impoverished communities.
Justification The DRPW as the coordinator of EPWP is central in the achievement of objectives of poverty reduction, empowerment and unemployment creation. The implementation of job creation programmes such as the EPWP and HHC are the direct and deliberate empowerment initiatives of government. Government utilises these programmes, and its spending power, as part of the infrastructure build, to create opportunities for development, empowerment, growth and job creation.

Strategic objective 4.2 To develop 300 contractors and provides skills through 25 empowerment inventions by 2019/20
Objective statement Sustainability of empowerment, social protection measure will depend on the diversification and focused training of small enterprises cooperatives arising out of the EPWP programme.
Baseline Currently the level of training in this direction is limited. 200 contractors were trained leading to this Strategic Plan.
Justification This objective will enhance the number of contractors trained in the province and also ensure that EPWP beneficiaries get the requisite skills they need for self-sustenance.

Strategic objective 4.3 To promote the implementation of 10 labour-intensive initiatives by 2019/20.
Objective statement The Department shall strive to contribute to the reduction of unemployment through the promotion of utilisation of labour intensive methodologies in the delivery of service.
Baseline Currently the department has implemented 5 such initiatives.
Justification Labour intensive initiatives will increase opportunities for employment and skills development especially for young people.

Strategic objective 4.4 To promote, integrate, coordinate and monitor implementation of EPWP Phase 3 by 56 public bodies by 2019/20.
Objective statement The success of community-based programmes lies in the fact that there has to be critical engagement between the key stakeholders and role-players in terms of planning, implementation, monitoring and evaluation. This strategic objective is aimed at ensuring pro-active, on-going, two-way communication to ensure effective and efficient engagement for the success of departmental socio-economic initiatives through labour intensive initiatives. 56 public bodies implementing EPWP will be coordinated
Baseline Up to 2014/15 financial year 54 Public Bodies were reporting in the Province.
Justification Community consultation will be the central cog in the delivery of services for the DRPW delivery strategy
